Russell D. Pulver is an international arbitrator and mediator with seventeen years of service as a United States federal Administrative Law Judge and nineteen years in private practice representing Underwriters at Lloyd's, the Institute of London Underwriters, domestic excess insurers, European insurers, brokers, and assureds. His practice spans insurance and reinsurance, maritime, aviation, offshore energy, infrastructure, environmental regulation, product liability, and cross-border commercial disputes. He has conducted more than 400 mediations and is available for appointments as chair, sole arbitrator, co-arbitrator, or mediator.

Before entering the judiciary, Judge Pulver represented insurers and underwriters in matters involving offshore drilling operations, marine casualties, aviation losses, product liability, insurance coverage disputes, catastrophic personal-injury and wrongful-death claims, and complex commercial litigation. He has represented London-market insurers, domestic excess insurers, brokers, and assureds in disputes involving coverage, underwriting authority, marine and aviation losses, and specialty insurance programs.

His experience includes vessel arrests and maritime-lien enforcement, negotiation of letters of undertaking and other security arrangements through Protection & Indemnity Clubs, representation of vessel owners and insurers in United States Coast Guard and National Transportation Safety Board investigations, and casualty investigations conducted aboard vessels, drilling rigs, mobile offshore drilling units, and production platforms while underway or in operation.

Judge Pulver has handled matters involving offshore drilling operations, offshore helicopter transportation, marine infrastructure, commercial aviation, insurance and reinsurance programs, pollution losses, and catastrophic accidents in the Gulf of Mexico, North Sea, Arabian Gulf, Australia, Venezuela, Mexico, West Africa, and elsewhere. He has worked extensively with economists, marine surveyors, naval architects, marine-safety specialists, aviation engineers, accident investigators, and medical experts across virtually every specialty.

As a federal Administrative Law Judge, Judge Pulver adjudicated disputes arising under environmental, energy, aviation, transportation, maritime, whistleblower, labor, and compensation statutes. His judicial experience involved management of technically complex records, expert testimony, and multi-party proceedings requiring disciplined case management and reasoned decision-making.

Educated in both the common-law and civil-law traditions at Tulane University Law School, Judge Pulver brings to international arbitration a perspective that is equally comfortable with common-law advocacy, civil-law procedure, expert evidence, and cross-border dispute resolution.
